Presidential Proclamation (P.P.) 9645 suspends the issuance of Diversity Immigrant visas to nationals of Sudan

On January 31, the President signed a proclamation which includes Sudan in an expanded set of countries whose nationals are subject to entry restrictions under Presidential Proclamation (P.P.) 9645.  This new Proclamation suspends the issuance of Diversity Immigrant visas to nationals of Sudan, effective February 21. Other immigrant and nonimmigrant visa categories are not affected.

The restrictions in this new Proclamation are subject to the existing exceptions and waivers set forth in P.P. 9645.  A consular officer will determine whether an applicant otherwise eligible for a visa is exempt from the Proclamation or, if not, may be eligible for a waiver under the Proclamation allowing issuance of a visa.

No visas will be revoked pursuant to this new Proclamation.  Individuals subject to these new restrictions who already possess a valid visa or valid travel document generally will be permitted to travel to the United States, irrespective of the travel date or when the visa was issued.
